Budget session: Opposition angry as Finance Bill passed without discussion

Lok Sabha protests

Amid the din, the Finance Bill and the appropriation bills were yesterday passed by the House without discussion. It also passed another appropriation bill authorising payment of Rs 906,835 crore towards supplementary demands for grants for fiscal 2017-18.

The Congress today termed the passage of the Finance Bill amid din without discussion in the Lok Sabha as a "black day", an attempt at "throttling" democracy and a "blot" on it.

"The BJP is murdering Parliament". It is not wrong.

Guillotine is a tool whereby a fixed time is allotted for discussion for each ministry.

The opposition protested against the passage of the Budget without debate, as the session is slated to continue till April 6. Amendments moved by several members such as RSP's N K Premachandran and Congress's Adhir Ranjan Chowdhury were negated, and when they demanded a division, they found their microphones switched off.

The Opposition leaders were protesting against the government over a range of issues.

He said the government was open to discuss issues including bank scam, Cauvery water management board and special status for Andhra Pradesh, but the House has to function first and members have to vacate the Well.

The Centre had tried to apply the guillotine on March 13, and the Opposition had taken this up with Speaker Sumitra Mahajan. "If they decide against it, we will have to pass the finance bill amid the uproar", a senior party leader said.

Clearly, the Speaker was not convinced.

Ruling BJP-led NDA has an absolute majority in the Lower House of Parliament.

They claimed that the government introduced the Finance Bills in the revised List of Business of the House without discussing the matter in the business advisory body. They will remain intact as per the Central government rules.

The government applied what is called "guillotine"-passing by voice votes whether or not a bill have been debated".

Subsequently, ordinary citizens were forced to provide their Aadhaar numbers to avail the most basic of services - for admission to schools and hospitals (even in cases of emergency), for having birth and death certificates issued, et al. On Monday, the Aam Aadmi Party too joined the protests in Rajya Sabha, demanding an end to the sealing drive in Delhi.

Diverse issues, including Andhra demand for special category status and other regional issues, disrupted the proceedings in the Lok Sabha on Wednesday.
