Rudy Giuliani: President Trump could pardon himself, but he probably wouldn’t

Trump made the pardon assertion in a series of Twitter posts on Monday in which he criticised federal Special Counsel Robert Mueller's criminal probe of whether his 2016 presidential campaign colluded with Russian Federation to sway the election.

"I think (if) the President decided he was going to pardon himself, I think that's nearly self-executing impeachment", Bharara, a CNN legal analyst, said on CNN's "State of the Union".

In an apparent reference to the investigation into Russia's alleged meddling in the 2016 U.S. presidential election, he said the "witch hunt" led by "13 very angry Democrats" was continuing.

Trump's attorney Rudy Giuliani responded Monday to the president's assertion in an interview with Business Insider, saying the president was "making it clear that he's not going to" pardon himself. "I think the political ramifications of that would be tough".

Senate Majority Whip John Cornyn, who also serves on the Judiciary Committee, told Business Insider that Trump's opinion "may be right from a strictly legal standpoint, but I don't think it's helpful in terms of the conclusion of the investigation".

"It would probably get answered by, 'Gosh, that's what the Constitution says, and if you want to change it, change it, but yes'".

Giuliani, speaking on ABC's This Week with George Stephanopoulos, said Trump had "no intention" of a self-pardon and in a separate interview, on NBC's Meet the Press, he said that any such move would be "unthinkable" and might lead to impeachment.

Bob Goodlatte (R-Va.) mentioned that there's "a prevailing opinion that a President of the United States can exercise the power of pardon on himself".

It's the latest salvo from Trump in his bid to discredit the ongoing probe by special counsel Robert Mueller. "They are trying to invent theories of obstruction of justice", Giuliani told a business conference in the Israeli city of Tel Aviv. "If he did, he'd be impeached so fast", Giuliani said. "Despite that, we play the game because I, unlike the Democrats, have done nothing wrong!" Trump has also said there was no collusion by his campaign.

He also said the President's legal team planned to challenge any potential subpoena from the special counsel's office as harassment or as unnecessary because the White House has turned over more than a million documents and several witnesses.

Asked whether Mr Trump has the power to give himself a pardon, Mr Giuliani said: "He probably does".

Ryan also seemed to rebuff Trump's claims that the Federal Bureau of Investigation used a confidential informant to "spy" on his 2016 presidential campaign.
